Initial Clearinghouse Registration

  • These steps must be completed BEFORE you take your permit test.
  • You must register as a “STUDENT DRIVER.”
  • You must select “EasyCTPA (NETTTS Students)” as your C/TPA.

Begin by going to the Clearinghouse registration page.

  • STEP 1: In the first step below, find “Login.” Don’t choose “Register,” instead select “Login.” Click on the menu bars on the upper right of the screen.


  • STEP 2: In step 2, choose “Login.”







  • STEP 3: In step 3 below, choose “Create an account.” If you already have a Login.gov account you can instead choose “Sign in.”


If you already have an account, but you forgot your password, use the “Forgot your password?” link on the “Sign in” screen.


If you select “Create an account,” but you are told that your email is already associated with Login.gov, then you already have an account. Return to the “Sign in” screen and use the “Forgot your password?” link.




  • STEP 4: Enter your email address, then select your preferred language. 


  • STEP 5: Click “Submit.”







  • STEP 6: Go to your email and click on the link that was sent to you.


  • STEP 7: Create your password.


  • STEP 8: Click “Continue.”


Be sure to choose a password that you will always remember. The Clearinghouse will become an important part of your life as a commercial driver. You will need to conduct business here regularly during the course of your career. Always remember your password.


If you are told that your email address is already associated with Login.gov, then use the “Forgot your password?” link.







  • STEP 9: Choose your authentication method. You will need to choose at least one authentication method. It is recommended that you choose “Text or voice message.” You can select a second method if you like, but it is not necessary. If you want a second method, “Face or touch unlock” is a good option.


  • STEP 10: Click “Continue.”




  • STEP 11: Add your phone number. Be sure to choose a cell number that you will always have access to. It is important that this number never changes, and stays active at ALL times.


  • STEP 12: Select “Text message.”


  • STEP 13: Click “Send code.”







  • STEP 14: Enter the code that was sent to you by text.


  • STEP 15: Click “Submit.”







STEP 16: Next, you can add a second authentication method if you like, or simply click “Skip for now.”




STEP 17: Click “Agree and continue.”

  • STEP 18: Select “Student Driver” as your role.


  • STEP 19: Click “Register as a Student Driver.” This button may appear at the very bottom of your screen.




Next, fill out all of your contact information.



  • STEP 20: Choose “Email” and NOT “U.S. Mail.” Choosing “U.S. Mail” will cause significant delays.


  • STEP 21: Click “Next.”







  • STEP 22: Choose “EasyCTPA (NETTTS Students).” Choosing any other C/TPA would result in significant fees and complications. Type “EasyCTPA” in the “Who is your C/TPA” field. It will appear in the list below. Click on “EasyCTPA (NETTTS Students).” Select ALL 3 assignments.


  • STEP 23: Click “Next.”







In the step below, fill out all the information from your class D license even though it is asking for your CLP/CDL information. It is normal that you do not have a CLP/CDL at this point, but the system must confirm that you do not hold any CLP/CDL’s from the past. Simply fill out the information from your class D license and allow the system to “Fail Verification.”


If you do hold a CLP/CDL, enter that information and verify.



  • STEP 24: Click “Verify.” (It is normal for this verification to “fail.”)




It will ask you to try one more time just to be sure, but it is normal for this step to “fail” since you do not hold a CLP/CDL yet.



  • STEP 25: Click “Verify” again. (It is normal for this verification to “fail.”)







  • STEP 26: Click “Next.”







Scroll to the very bottom of the “Terms and Conditions.”







  • STEP 27: Check the box to affirm.


  • STEP 28: Click “I Agree.”




You have completed your initial registration with the Clearinghouse. You can close your browser.
